Integrated online system to be created for control and accounting energy resources
On September 14, President of the Republic of Uzbekistan Shavkat Mirziyoyev chaired a videoconference on control and accounting electricity and natural gas.
Electricity and natural gas are important resources for life and economy. Since the infrastructure of their production in Uzbekistan has not been modernized for many years, there are large losses in their delivery. The need for streamlining accounting in this sphere requires the introduction of automated systems.
Thus, in 7 districts and cities, where an automated system for control and accounting electricity was introduced, collection of payments increased by 40 percent, and accounts receivable decreased by 20 percent. Plans are underway to introduce this system in all regions of the country.
In this regard, issues of implementation of automated control and accounting systems for electricity and natural gas were discussed at the meeting.
It was noted that about $1.2 billion is allocated for these purposes.
“The effectiveness and return on these funds cannot be ensured by installing meters alone. In other words, just knowing how much energy the consumer has spent is not enough to prevent losses and theft in the system. To do this, it is necessary to create an integral online system covering each link in the chain “energy producer – backbone networks – distribution networks – consumer”, the Head of the state said.
The importance of the widespread installation of meters, the organization of service centers for their maintenance, ensuring uninterrupted operation of devices, training qualified personnel was emphasized.
Hokims, sector leaders and mahalla activists were indicated the need for constant work with the population, strengthening explanatory work on the importance of timely debt repayment and inadmissibility of illegal connection to the network.
Today, almost 4 million electricity meters have been installed at places, of which 2 million are connected to a single electronic database. At the meeting, JSC Hududiy Elektr Tarmoqlari was tasked to introduce another 3.5 million electricity meters by the end of the year and fully launch the automated system by March 1, 2021.
In addition, an instruction was given to install electronic meters at large business entities, in distribution centers and transformers, to connect them to a single electronic database.
It was noted that JSC Hududgaztaminot will have to install 1.2 million modern gas meters by the end of this year, another 2.3 million – during the first half of the next year.
At the same time, in the next 4 months, 22 districts and cities with a high level of natural gas consumption and debt indicators will be covered. More than 4 thousand large consumers, gas filling points and gas production enterprises, as well as 850 greenhouses will be connected to the automated system.
The Ministry of Energy has been instructed to coordinate and control the delivery, installation and connection of meters in every district and city.
Hokims of regions, districts and cities were instructed to create working groups, coordinate, together with the chairmen of mahallas, the process of installing modern meters, quickly solve emerging problems.
It was emphasized that for the effective operation of the systems, it is necessary to organize training for technical personnel and IT specialists of JSCs Hududiy Elektr Tarmoqlari and Hududgaztaminot, to improve their qualifications and skills in working with an automated accounting system, to form the ability to fully use its capabilities and convenience. Instructions were given regarding the establishment in each region of the system of repair and maintenance of meters and other equipment.
The issue of reducing accounts receivable for electricity and natural gas was also considered at the meeting.
