Industry indicators analyzed
On August 12, President Shavkat Mirziyoyev chaired a videoconference on development of industry in the regions and expansion of manufacturing competitive products.
Industrial enterprises play an important role in ensuring economic stability, maintaining existing jobs and creating new ones. Therefore, despite the pandemic, Uzbekistan has created conditions for uninterrupted operation of such enterprises.
As a result, in the first half of the year, growth was achieved in Uzeltechsanoat and Uzavtosanoat systems, in textile, leather-footwear, metallurgical and electric power industries. The volume of industrial production increased several times in Kurgantepa, Kumkurgan, Romitan, Muzrabat, Izbaskan, Naryn and Yangibazar districts.
However, in general, the volume of industrial production in the first half of the year amounted to 167 trillion UZS, which is 1.9 percent less than a year earlier.
The analysis shows the availability of all opportunities for production of industrial products for 229 trillion UZS and achieving growth of 3.5 percent at the end of the year. To do this, it is necessary to adjust industrial policies, methods of work and approaches to take into account the current difficult situation and to form chains of production of competitive goods.
Relevant issues were discussed at the videoconference. It was noted that first of all, regions and industries should work in close cooperation.
For example, in the second half of the year, it is planned to produce industrial products worth 7.8 trillion UZS in Karakalpakstan and put 5 large production facilities into operation. These projects, implemented in textile and chemical industries, will create 500 new jobs.
Such large-scale plans are envisaged to be implemented in Tashkent and regions.
The Head of the state reviewed the project in the context of regions and gave instructions on guaranteed access to the projected production volumes at enterprises and successful completion of investment projects.
It was noted that it is necessary to create a working group responsible for interaction of industries and regions, increase the volume of industrial production by solving problems of enterprises with field trips and mobilizing additional reserves.
The President focused on creation of industrial clusters.
For example, in some regions favorable business environment has been created for establishing industrial clusters in textile and related branches in Namangan region, production of construction and finishing materials in Navoi region, on pharmaceuticals in Tashkent region, electronics and furniture manufacturing in the city of Tashkent. But at the same time, in order to produce a competitive product, the cluster must have scientific, innovative, design, financial, engineering and investment organizations.
Deputy Prime Minister has been charged with setting up this system and creating industrial clusters in each region.
As a result of the pandemic, 11,000 industrial enterprises have not yet reached their previous level of profit. The main part of them are enterprises that produce textiles, food products, furniture, metal products and construction materials.
In this regard, the need for reviving activities of enterprises that do not operate at full capacity, close interaction of responsible persons and their assistance in matters related to raw materials, working capital and sales markets was noted at the meeting.
The Head of the state noted that khokims must personally deal with industry issues.
Instructions were given to ensure stable supply of electricity and natural gas to the economy's sectors and to launch all projects in a timely manner.
Production cooperation and localization issues have been considered in detail. It was emphasized that out of all the planned projects, 133 have not yet been launched, and 261 have not reached full capacity, as a result, the forecast for output of 1.1 trillion UZS has not been fulfilled. Shortcomings in this area have been analyzed by region and measures to eliminate them have been identified.
It was noted that due to limited marketing opportunities during the pandemic, it is important to use an electronic cooperation portal.
It was instructed to place information about goods produced in the country on the specified portal, take measures to promote popularity of the portal and increase the volume of trade operations.
“Increasing population's income, creating new jobs, attracting investment are inextricably linked with the development of the industry. Therefore, industry issues will continue to be in the center of our attention”,said the President.
At the meeting, reports of Deputy Prime Ministers, khokims and heads of industries were heard.
