At a meeting with Kashkadarya voters, Shavkat Mirziyoyev spoke about plans to support Uzbekistan citizens abroad
Presidential candidate of the Republic of Uzbekistan from the Movement of Entrepreneurs and Businesspeople – Liberal Democratic Party of Uzbekistan Shavkat Mirziyoyev met with voters of Kashkadarya region on June 23.
The meeting was opened by the proxy of the candidate in Kashkadarya region Shukhrat Arslonov. He noted that under the leadership of Shavkat Mirziyoyev, the region’s economy is actively developing, large-scale creative work is being carried out in the region, and decent living conditions are being created for the population.

The candidate focused on plans to develop education in the region in the next seven years.
“First of all, I would like to note that by 2030, the coverage of children by preschool education institutions in the region will be brought to one hundred percent. For this purpose, at the expense of funds in the amount of almost 1 trillion 300 billion UZS, another 1,745 new kindergartens will be formed. To cover children with preschool education in remote areas, 28 mobile groups for 1,500 places will be established. The kindergartens will have 350 annual free preparatory groups for 12 places each and 50 short-term groups.
In the next seven years, an additional 130 thousand student places will be created in the school system, there will not be a single class with more than 30 students in the region (currently, 35 students are studying in each of more than 4 thousand classes).
The overhaul of 237 schools will be carried out, and 591 schools will be equipped with modern educational supplies, laboratories, and computers”, Shavkat Mirziyoyev said.
At the meeting, information was also provided on the upcoming work to improve the quality of medical services for the population of Kashkadarya region.
“It is planned to open 37 polyclinics and 95 family medical centers. A Mother and Child cluster will be formed based on five hospitals in Karshi. Modern maternity complexes (for 550 beds) will be built in Nishon, Chiroqchi, Koson, Karshi, and Shakhrisabz cities.
Next year, the state will reimburse the costs of treating 800 needy women and their minor children”, the candidate said.
At the meeting, it was announced that the city's public transport fleet would be replenished with hundreds of modern electric buses, and 200 charging stations would be built for electric vehicles.
As the Presidential candidate noted, $30 million will be spent for these purposes.
It was reported that major repairs of “Karshi – Shakhrisabz – Kitab” and “Samarkand – Karshi” roads (with a total length of 177 kilometers) would be carried out jointly with international financial organizations. 60-kilometer section of the “Almaty – Bishkek – Tashkent – Shakhrisabz – Termez” road running through the territory of Kashkadarya region will be reconstructed.
It was noted that the issue of targeted support for the needy segments of the population would also be under constant attention.
In particular, 20 thousand students from needy families living in the region will be allocated funds to pay for university studies by contact. 220 billion UZS will be given for these purposes.
Young people who have started a business in rented buildings will be reimbursed 50 percent of the annual rent. A system of paid internships in government organizations will be introduced for students.
Shavkat Mirziyoyev called Uzbekistan citizens working outside the country real heroes.
“150 thousand of our young people are studying in foreign universities. About 2 million compatriots work abroad to support their families. It's not an easy thing at all to work away from home and family members. Therefore, it would be right to call these people real heroes. We should express our gratitude to compatriots who improve their qualifications and experience abroad”, the candidate said.
At a meeting with voters of Kashkadarya region Shavkat Mirziyoyev shared plans to support compatriots working abroad.
“The renewed Constitution stipulates that the state guarantees protection and patronage to its citizens both on its territory and abroad. To fulfill this social obligation, we plan to hold exhibitions of artisans and ceramists abroad in the next seven years and widely celebrate holidays such as Navruz and Independence Day of the Republic of Uzbekistan.
Special trips to Uzbekistan will be organized for compatriots, especially to Samarkand, Bukhara, Khiva, Shakhrisabz, and a package of discounts will be developed.
It is planned to allocate 300 billion UZS to the Public Fund “Vatandoshlar” to organize this work effectively.
The powers of this public fund will be expanded. To work more closely with compatriots, new tools will be introduced, and new opportunities will be provided”, the Presidential candidate said.
It was noted that the licensing requirement would be abolished for compatriots wishing to work in Uzbekistan.
In particular, for compatriots who want to work and engage in entrepreneurship in our country:
– entry visas will be extended from 1 to 3 years, and the state duty will be reduced by three times;
– the license requirement will be canceled, and the opportunity for the use of all rights will be created;
– it is planned to simplify the procedure for permanent work in our country;
– it is planned to introduce the “Vatandosh Guvohnomasi” (Certificate of a Compatriot), which provides the opportunity to purchase housing, real estate, educational, medical, and other public services”, the candidate said.
Further strengthening of guarantees for the protection of rights and interests of Uzbekistan citizens abroad was noted.
Thus, the possibilities of providing material assistance to compatriots in a difficult situation directly in a foreign country will be expanded. In particular, the costs of temporary accommodation, restoration of documents, and return to their homeland will be reimbursed.
“At the same time, the state will ensure the export of compatriots who died abroad by the will of fate. Care will be taken of their family members, comprehensive assistance will be provided in the education and vocational guidance of their children. To protect the rights of people working abroad, services such as reimbursement of the costs of hiring a lawyer and a system of providing legal assistance will be established”, Shavkat Mirziyoyev said.
It was noted that compatriots traveling to the United States, Canada, the United Kingdom, Japan, and Europe to search for a high-paying job would be fully reimbursed for a travel ticket and a work visa.
In addition, for compatriots abroad:
– opportunities will be created to receive documents and other public services online, their prices will be equated to domestic tariffs;
– the fee for being on permanent consular registration has been canceled, and conditions for being on the register have been simplified;
– the scope of health and life insurance has been expanded. At the same time, subsidies for insurance costs will be allocated for persons included in the “social register” and the system of “three notebooks”;
– centers for providing free legal, material, and social assistance will be opened in Germany, Japan, the United Arab Emirates, and other countries, as well as in major cities of Russia (currently, such centers have been established in Moscow (Russia), South Korea, Kazakhstan, and Türkiye);
– to solve compatriots’ problems abroad promptly, round-the-clock call centers will be organized in our embassies, ministries of Foreign Affairs, Internal Affairs, Employment, and Poverty Reduction. In general, $200 million will be allocated to support our people who have gone abroad to study or work in the coming years”, the candidate stressed.
The party’s representatives noted that they would support the candidacy of Shavkat Mirziyoyev in the Presidential elections of the Republic of Uzbekistan and called on all other event participants to do so.
